One of the hardest things, ironically, to find in a flood is clean drinking water.  Sometimes stored water can go bad or get contaminated—storing an alternative, a filter, could be the solution.  It surely would be helpful in a flooding situation where water is abundant—but lacks the purity required to be safe for drinking.
